Young Girls Victims of Sexual and Narcotics Offenses – Criminal Investigation Department Establishes Investigation Commission

NUREMBERG. (492) Downtown Nuremberg and the area surrounding the main railway station have been under the intense scrutiny of the Nuremberg Police and their security partners for years. Through targeted high-visibility operations, the establishment of investigation commissions and working groups, and the expansion of video surveillance, crime is being successfully combated with great effort. In this context, leads emerged indicating that young girls from precarious backgrounds are apparently being deliberately targeted by members of the narcotics scene.
Particularly since the partial legalization of cannabis, an increasing trade in narcotics has developed, especially in the areas of Nelson-Mandela-Platz as well as Südstadtpark and Celtispark. Due to the local conditions, the Middle Franconia Police Headquarters formed several investigation commissions and working groups (e.g.,

BAYERN.360°.SICHERHEIT.BAHNHOF, BAO KöPa, AG Nelson). The measures carried out here by the Nuremberg Police and the specialized department responsible for juvenile prolific offenders have now brought further findings to light, in addition to combating narcotics crime.
Accordingly, extensive structural investigations substantiated leads that members of the narcotics scene were apparently deliberately contacting young girls. The young men involved are predominantly individuals of Syrian, Pakistani, and North African origin. The mostly underage girls come from precarious family and living situations and are believed to frequent the Nelson-Mandela-Platz area or the immediate vicinity on a regular basis.
The men reportedly first court the girls with affection and gifts such as clothing or cosmetics, and later distribute drugs, including hard drugs like "crystal meth." The men then apparently exploit the resulting dependency in a targeted manner. The girls are said to receive further narcotics only in exchange for sexual acts or other "services," thereby partially engaging in prostitution. There is a suspicion that sexual assaults and rapes have also occurred in this context.

So far, ten individuals have been successfully identified. Investigations are underway against four individuals for, among other things, suspicion of trafficking in narcotics, supplying narcotics to minors, and sexual offenses. Consequently, a 23-year-old Syrian national is already in pre-trial detention. An investigating judge issued arrest warrants for two men who are currently at large (a 22-year-old Syrian and a 25-year-old stateless person). In addition, an 18-year-old Pakistani national is being investigated regarding the aforementioned offense categories.
To resolutely counter these offenses and effectively consolidate the investigations to date, the Nuremberg Criminal Investigation Department formed the "EKO Kajal" investigation commission. "EKO Kajal" commenced its investigations on Monday (May 18, 2026) and operates in close coordination with the Nuremberg-Fürth Public Prosecutor's Office as well as cooperation partners from the City of Nuremberg. The goals of the investigation are to identify the suspects, obtain arrest warrants, and review and initiate measures to terminate their residency.
Furthermore, in consultation with youth welfare authorities, preventive measures—such as targeted educational and awareness work within the potentially vulnerable target group—are being implemented immediately to prevent more girls from being lured into such dependencies.
