Here's what it means: most citizens are created with TWO citizen parents, but with a neutral civic citizenship it's possible for there to be a citizen with ZERO citizen parents... the only place where 1 citizen parent is required can be found outside the nation, so perhaps you could say the core citizenry might be more diverse than outside-the-nation groups (but remember, there are regular removals and/or denaturalizations as part of routine border operations)
