Any holiday that doesn't come with expecting the day off work doesn't count or matter. Furthermore, there should be zero federal holidays; Government workers should get no specials days off beyond what the general public gets. There should be 1 holiday every month where pretty much everybody gets a day off. All holidays should fall on a weekday, no weekends.
