Technically capitalism can allow for it if the majority of people wanted it. Of course the problem is, were not living under capitalism. The ruling class can afford quality, but they don't care about the rest. Historically, sometimes the ruling class interests ore or less coincided with what the rest of the people wanted and that probably what we call the golden age. Office jobs are 80% make-work bullshit. The only reason they force you to come into downtown is that otherwise there is literally no need for the skyscrapers they own. Since we built our largest buildings as monuments to doing nothing. Think of all the businesses that operated out of the WTC before 9/11.
