Technically capitalism can allow for it if the majority of people wanted it. Of course the problem is, were not living under capitalism. The ruling class can afford quality, but they don't care about the rest. Historically, sometimes the ruling class interests ore or less coincided with what the rest of the people wanted and that probably what we call the golden age. The only tru solution is to somehow prevent humans from being able to sibjigate others, but that's really not possible.
