Even if we crash-restarted old refineries, it would take a year or more to get them fully functioning thanks to offshoring, the intentional gutting of our infrastructure, and people simply losing the expertise on how to run them. 4. We don't have enough refineries domestically to meet domestic demand, let alone global demand. We also can't build more.5.
