Labour became more moderate over time and eventually capitulated. It was a choice. Back then the bank of England was not independent so it was impossible for the state to go bankrupt.
Britain has a longstanding trade deficit which has contributed to our growing debt. The trade deficit is caused partially by government bending the knee to finance capital and keeping the value of the pound artificially high, which makes imports cheaper, but depresses exports by making them more expensive. Thatcher era perestroika gave the state revenues on the short term by slashing and burning all it's assets, but they made the deficit problem much worse because now we have basically no domestic industry.
No, cutting welfare and the NHS will not solve the issue if that's what you think. That would only patch a small part of the hole whilst causing a full blown humanitarian crisis.

Employers naturally bid wages down to increase profit margins. State employers offer a floor which the private market has to compete with for labour. The end of large scale state enterprises is part of why living standards in the UK continue to stagnate or get worse despite growing per head productivity.
