As opposed to the tech firms that were aligned with the existing Ukrainian regime that were already in position to profit from the incoming military contracts.
Suddenly, those regime-aligned Ukrainian tech firms weren't getting those contracts, meaning that the oligarchs weren't getting their kickbacks.
