Russia hasn't been ruled by Moscow for a very long time already. When they're aligned with Europe, St.Petersburg was the Russian capital city - when they ally with east - they move it to Moscow. So NATO decimating Kaliningrad is basically not needed. It's Russian territory because EU needs it to be that way that's why it's there. Scandi-Finnish-Keivan Rus connections this history goes long way back. They're their own sphere. Russia was always too big to be an actual political conglomerate. Remember when general agreement was that Russia was distant part of Europe?
