A large % of oil is used for agriculture and plastics. I agree that common citizen ICE cars should be electric to conserve oil for more important things such as fertilizers.

However I'm especially in blue states they love to say they want a green furure, yet have almost done nothing to upgrade and prepare the electric grid to realsitic handle it. The date of peak oil has been forecasted and pushed back every few years because of fracking and other new tech. This wont go on forever, (as your initial report said). It can't produce the oil it needs. It needs to get that from the middle east.
The strategic oil reserve is heavily depleted and the caverns it is stored in are well past their operational lifespan meaning theres a very real danger of those caves collapsing and a lot of that oil becoming irretrievable.
Finally with the global oil trade now shifting the primacy of the US Dollar as the currency of oil trades is now over. This petrodollar dominance was a key factor in how the USA could afford to borrow such vast sums so cheaply. It also led to massive investment into the USA from middle eastern nations, this is also now a thing of the past.

Basically for about fifty years the USA has been getting a cut of every oil sale and was able to ensure its access to middle eastern oil supplies which could be efficiently refined into the products it needed.
