The same problem persists throughout all government agencies at every level. It is extremely hard to get fired as a government employee. The government is filled with EXTREMELY lazy people who have no motivation to do any good work. There are a good amount of hard working good people in there as well, but since they are the minority, they get an unfair amount of the work, for the same pay. This usually leads to either them getting burnt out and joining the ranks of the useless, or they quit and go work private. You dont need to have super workers in the government, they just need to be held accountable for the work they put out.
