People misunderstand the letter in the Thalmor embassy. The Thalmor called Ulfric an "asset" in the sense that he was assisting their goals. They want a civil war raging indefinitely in Skyrim. The note clearly says that what hurts their goals is if the war ended, that includes Stormcloak victory. The empire at this point only holds Cyrodil, Skyrim, and High Rock. But High Rock is a useless territory filled with bitter fueds. So Skyrim is essentially the only imperial holding the Empire has.They are letting Thalmor agents patrol theit territories and enforce their laws. In Stormcloak territories, the Thalmor are attacked on sight and killed. As Ulfric saidz the empire died the day that damn treaty was signed, these days it's bothing but a husk.If Ulfric wins, he immediately starts raising armies to fight the Elves. He's not vengeful of Cyrodil. In other words he doesn't behave how he should if he was compromised. In fact I would surmise the Nords would fight far more powerfully and ferociously for their own King, than as a vassal of some dead empire that bans their god. Defeating the Thalmor requires a free and powerful Skyrim, not a weak and defeated one. Ulfric is the rightful High King of skyrim, proven by his mighty dragon shout. Torigg could not shout, not a true king.
