Making everyone carry around anti-armour guns to take out your half-tanks everywhere (at least presumably), is a cost incurred on the enemy. But in order to work these things need to be able to reach anywhere, like mountainous or heavily forested terrain. So if these things are going to be good they should be light and cheap crew-wise.
