As an arborist myself, this is a huge nono. Permission should've been given to the landowner, and while it is dependent upon the state there are methods that you must go through if there is a tree on someone else's property that is a hazard to your home. Usually a state forester will come out and assess the tree as a third party, obviously in this situation there should be a party that isn't involved with the dispute to determine if the tree is a hazard.

Most people who work as "arborists" hate trees. I put arborist in quotes because they are really tree exterminators. They only know how to cut trees down or incorrectly trim them in a way that eventually kills them.
