India is not building a cohesive federation; it is managing a slow-motion breakup. Delimitation was supposed to be the great democratic recalibration, but in effect it would have turned demographic discipline into a punishment: states that controlled fertility would lose relative clout, while the high-fertility states got a bigger claim on power and money.The state already struggles to do the basics. The judiciary is too understaffed to clear its mountain of civil cases, which is exactly why so many firms stay family-run and institutionally small; if contracts cannot be enforced in reasonable time, people just route around the system.So the result is a country where half the workforce still sits in agriculture, regional fertility gaps map onto political gaps, and the institutional machinery needed for broad industrial or managerial takeoff never fully arrives. Add a youth bulge to that mix, and you do not get harmony-you get pressure.
