I visited this place last month, got drunk in a bar and wouldn't make it home, so I end up walking towards a patch of grass and lay there. I woke up to police detaining me and yelling in their ugly language and when I tried to use my phone translator they snatched it from my hands. They patted me down and when I had nothing on me but the phone they stole and some cash I was taken to an interrogation room. The interrogation officer was able to speak basic English and was asking me who I was and why I was sleeping outside. I showed him my digital ID on my phone and was released but later found out it's literally illegal to sleep outside there. A country with such a strong drinking culture its illegal to be drunk.
