Europe has the scientific and industrial eras without the welfare state, and America became a superpower without the welfare state. You have 2 families, one has 5 children, the other decides they only want 1 child as they don't want to spend too much money raising kids. That second family saves more money, then they retire, while that family with 5 kids pays more to raise more children, and they retire - well the poorer people have now produced 5 taxpaying children vs 1, so the larger family are subsidising the retirement of people with fewer children.
