Get a country into submission, either by beating them or bribing them. Dump billions in investment in "development" but in exchange for taking their own people back. Those people will be richer and more educated, as they are from the west, so the country would actually not mind it. You would need incentives in the school system to encourage students to return to their roots and visit their country of origin. You would need to more stringently enforce local cultural customs and values (and lowkey a bit of racism on the side) to cattle prod the outsiders to leave. Make them the bottom of the sexual dating pool too, every magazine and TV should be deprioritizing brown skin and associating it with ugliness. You could get many 10's of millions out this way.
