Little can move between regions and the chance for peace talks and truces between regions is likely as only death of competent men would be the result of any advances. Without a large state force to rally against from relatively moral high ground insurgents are unlikely to survive in the same way if they manifest at all. If the country resets in such a way a lot of the old problems go away quickly and the new ones cannot be solved with violence and destruction of critical resources. If my local militia warlord governor is just competently keeping the peace and administrating, insurgents attacking that then become public enemies to everyone.

Both rely on the optics though to track targets, so more drones attacking means a net is going to be more likely needed. Also potential for directed radiation to take out drones but it has many downsides that make it unpractical in many situations.
