Your state ran DMV does have anything to do with some kid's student visa being outdated or whatever. Cars tend to be the 2nd largest purchase in value average people make, unless they own a home. In order to have more insured drivers some states allow undocumented people to get a special license. So the can get insurance and register a car. It's not even that big of a deal. Your acting like travel visas, student visa and so on don't exist and any none citizen is committing a tier one felony and that's not how it works. I'd rather have a China dude in college have an driver's license here and insurance (to fix my car if he hits it) then just drive around in a friend's car with nothing.
