As for getting through heatwaves without AC, I personally recommend doing heavy exercise in the heat (while avoiding high UV sunlight where possible obviously, and of course only if your fitness level isn't complete ass and otherwise you've got to work up to it) to trick your body into acclimatizing faster, worked for me during the last heatwave at least, and made those 30C indoor nights a bit less unbearable.
