Researching and building working machines are two completely different worlds.
And building working machines is completely different from building economically viable machines.

ASML had EUV machines in the 90's, they were just too unreliable and it took two decades to make them good enough to put in an actual factory for actual mass production.
It's a vacuum chamber so every time something goes wrong you have to depressurize and re-pressurize.
So in a production environment you can't afford to have anything go wrong more than once a week or so.

Dresden had a top modern 90nm factory in 2005.
It got killed because workers cost too much money.
AMD kikes abandoned the factory in 2010 and sold it to the arabs, and became customer at tsmc instead.
