In the minds of Russians and Belarusians and actually basically if you accept real world history as the mainstream form of cultural/national identities that are mainstream in these countries, and even was the mainstream position in Ukraine by most people until early 2020s. Yes in a way, in that the National identity of Belarus, Ukraine and Russia, has always seen them as 3 expressions of the same Rus people. In terms of Ukrainian identity post war with their Galician Nationanalist larping, not from the Ukrainian perspective.

Kiev was originally the heart of the Khazar (Jewish) empire before the Rus conquered it and made it their capital because it was perfectly situated for trade. Kiev is kneb and not knib in the old Russian (from Kiev) btw.
