Just abolish drug testing for certain low skill jobs and put them to work. You know how many tweaked out meth heads I've seen in my city just doing stupid repetitive tasks because they have so much energy from methamphetamine? It's not the majority but I've seen quite a few. There was one homeless guy with a broom that used to go around sweeping the streets and curbs, another homeless guy in the area started landscaping a median that had been a plot of dirt for as long as I could remember, he actually made it look nice and people from the neighborhood helped him out with plants and tools. There's another guy near my job that scrubs and cleans rocks with a tooth brush (and boils them for some reason) and then of course there are the guys who go around all day collecting recyclables and cardboard in a shopping cart. Like I said, it's not the majority of them that are willing to work but if the government gave them a meth stipend and handed them a broom some of them might actually be useful to society.

Once my father finally put his foot down and kicked her out of my grandfathers house she didn't last more than 2 weeks homeless on the streets. She switched from meth to fentanyl (or got a laced batch of meth) and she died in an alley a 5 minute walk from her childhood home. Left behind a daughter in college and a sizeable inheritance from my grandfather because she just wanted to get high.

Homeless Drug addicts will be forcibly isolated in a padded room until the drugs have left their system and the withdrawl stage has ended.
