It used to actually signal intelligence but every course even in the math and sciences has been so watered down that university basically was gutted and turned into a business. It's also just simple supply and demand where too many degrees and even advanced degrees have been printed to the point that they barely mean anything. I say this as someone who wanted to become a professor of pure mathematics but I decided to stop at a masters because the tenure track grind is just a humiliation ritual now and you are lucky to even get an adjunct position. I published results and was good at what I did but I just did not want to formally play the game in the ivory tower. I am biased just as anybody else but I am near certain if colleges brought back actual rigour into math education even for non-majors it would immediate separate the wheat from the chaff. Degrees are just handed out for attending and nothing more at this point.
