My take on OP's videoThe cop was removing the cuffs.Without more context, we can assume that he was releasing her. Perhaps he had detained her, and cuffed her legitimately, but in the course of investigating determined the facts and found that he no longer had probable cause. In her mind, she took this to mean that he was wrong in doing his job properly. A lot of cops just stick with their initial finding, and look no further "tell it to the judge" He had probable cause.. she matched the description, etc. but he had determined, that she probably wasn't guilty and was releasing her. Instead of being grateful, she became indignant, and thought that she was above the law, and could get away with striking the officer. He should have waited for backup, before removing the cuffs, which would have reduced the likelihood of her attack. When a cop lets you go, that doesn't always mean that they did something wrong by arresting you in the first place. He can arrest you on probable cause that you are likely to have committed the crime. If he later determines that that probability is less likely, he can make the judgment call, and release you. He was doing his job, and he didn't get it wrong if the initial facts supported the arrest. If backup had been there, she probably wouldn't have felt so tough, and committed a felony, but still he wasn't wrong for releasing her, after determining her innocence.
