Datacenters use evaporative cooling, not closed loop systems. They should be using mechanical cooling in most cases because evaporative cooling (swamp coolers) do not work well anyway when you build anywhere with high humidity. The reason they don't use mechanical cooling is solely because of cost. This is why you cannot use water at your own home.

You would need to collect the rain from more then 10 square kilometers to feed a 1gw data center, meaning the data center would take up a footprint about 40 times larger then if it didnt use rain(directly). Now all that rain is being kept out of the water table and spreading the effects of the data center ever wider.
A reservoir quite literally takes the rainwater from a large area and puts it in one place. They already use all the rainwater from massive areas to fill these reservoirs that the data centers used. If the data centers collected it directly it would be much worse.

These data centers are really no different from the data centers we had before, except they are fucking huge. Basically a gigantic concentration of data centers with an unprecedented capacity to store and process information through AI.
So the question becomes one of "Why the sudden rush to build hugely expensive, massive data centers with AI processing capacity when our existing decentralized systems seemed to be perfectly adequate before?
Well obviously someone believes there is going to be a massive increase in the amount of data that needs to be stored and analyzed.
So follow the money. These things cost a massive amount of money, so ask how they get a return on that investment. More importantly a profit.
Well sure they can get a bit back from selling services to the government and academics, some from business that can automate their services, a bit from normies, but really those are secondary sources of income.The bulk of their ROI will come from the stock markets. Number crunching in real time with AI placing bets on market trends almost instantly. This has some interesting implications with a potential fuckery unparalleled in human history.
Just think. What potential source of money would willingly pay massive amounts for the ability to make ( supposedly ) accurate judgements about the future? The stock markets. So there you have it.

Cooling tower evaporates water in an open loop to provide heat exchange for the chiller which cools the computers in a closed loop.

They could use a closed loop deep in the ground in lieu of a cooling towers, or air cooled chillers which don't have an open water loop. But they're both inferior solutions and less energy efficient.
