Nations became so big and conflicts so vast that they needed perpetual standing militaries at all times to check one another. Europe became a powderkeg waiting to blow, at any time the armies could start marching. This is an extremely terrible proposition, forcing men to fight, even for a cause or a government they don't believe in. It's bad, it's always been bad. Frankly if you can't, as a nation, inspire your men or pay them well enough, to fight, then you should have no business recruiting them. The only caveat being, some sort of existential crisis, like you're about to be wiped out.
