Post-collapse privatization destroyed much of the Eastern Bloc’s industrial economy. Belarus kept its industrial economy mostly intact because there was no privatization/oligarchical looting. Russia has rebuilt a lot of its industrial infrastructure but nowhere near all of it. The Ukraine didn’t ever rebuild its industrial infrastructure ; it is running on Soviet fumes (or it was before the war).
