Perhaps they feel that a victory through the sort of "suicide" burning of all the country's assets would hurt them too much. They could, for example, confiscate all the savings from the Russian people, their bank balances, homes, stocks and other investments to fund the war. They could also draft everyone and also stop paying the soldiers. Perhaps they feel that they'll break Ukraine at the current level of attrition eventually.
