I assume that even without america mucking about in europe, some ruthless french, german, russian, or israeli intelligence agency would be going around bribing and assassinating politicians. In fact it would most likely be multiple. I do not think europe is a country the way you do. I think they are trying to make it a country, they have programs that have their students go to eachothers countries en masse and such, they want to blend the identities together into one european identity. But i think that may not work and even if it does it would take a long time.
Also I want to say that these erasmus, schengen, free work visa, propaganda, and mass language/english instruction programs by the governments (one of the biggest government social engineering programs in human history) that appear designed to erase european national identities and create a homogenous europe may not actually work at all. There is no guarantee that a european identity can be created or how long it will take to solidify or what it will look like. In the mean time they are erasing their national identities. So you may just get 700 million people who have zero identity and are therefore basically worthless, incapable of fighting or working because they don't believe in anything. That sounds similar to what has happened here in the USA, which is why the USA has lost every war since ww2 and is probably not going to exist by 2126.
