The long term consequences that come bundle with it. The short term is cheaper groceries the long term consequence is a food dessert. Grocery stores don't have huge margin. If you undercut them by 30% you're selling at a loss. If you do this along with free busing you're gonna run at a deficit. If it gets bad enough you either jack up prices to be cost effective or shut down the store. When the store does shut down all the competition will be gone because you undercut their margins screwing everyone in that neighborhood.

They're going to be privately operated. City is just the owner. Private companies bid on a rent & tax free location provided by the city, then private companies run the store. It's cheaper because they're not paying rent or taxes or shareholders or C-suites. But they're still ordering the food and managing the inventory and making their profit.
