The SPR exists to keep oil prices stable in times of emergencies. Guys more familiar with the market can explain how spiraling costs occur.

Generally, the reserves will be tapped when there’s a disruption in the market, and contracts signed with oil companies to refill the reserves at a later date. Biden tapped them in 2022 due to disruptions in the global market caused by the Russo-Ukrainian war and it barely made the news. It really didn’t need to; the reserves were tapped, prices remained relatively stable, and the reserves were gradually filled again via contracts.

Trump had them tapped earlier this year after a disruption to the oil marked caused by his Zionist-Iranian war. The idea was to end the disruption quickly by winning the war. And of course it’s the Middle East, so the oil market hs suffered a lot more, requiring a lot more from the SPR.

Tapping the APR isn’t an exact science. It’s very hard to predict exactly how much they’ll get, or how long it will take. It was originally set to run out by August. That’s also why the U.S. rushed to get a peace deal signed in June. Why try to reach a peace deal when there are still plenty of strategic military options left? Because the oil market could implode in a couple of months.

So we promise to cut off aid to Israel and no longer interfere in any future conflicts between Israel and Iran, and in return we get preferential treatment from Iran and set up military and economic deals with them as the foundation for future collaboration. Pin the blame for the entire war on Israel dragging us into it and leaving us to foot the bill, and then leave Israel out to dry for it.

Basically, the US oil reserve is stored in old salt mines because it was cheaper to use an existing geological container. But this means two things: the first is that there needs to be a certain level of pressure for us to easily pump the oil back out. Once the pressure drops below that threshold, we actually have to pump more pressure DOWN in order to force oil back up, and the cost of doing so becomes greater the lower the oil level gets beyond this point until it hits a basically impractical level of effort.
Since you are now dealing with pressure, there is the additional risk that below this level of pressure the salt mines might actually collapse, blocking access to the rest of the oil without a very expensive re-digging effort.

Its also worth pointing out that when these mines were repurposed for oil storage, it was rate to be stable for 25 years, and a maximum of 5 major draws. Like bending something back and forth, the more you do it the weaker the material gets and likewise the more often we pump oil out of the mines, even above the red line, the more we weaken the mines and the greater the risk of collapse on future draws. We've had 9 major draws prior to 2026.

So really, the whole system is past its safety limit, shelf life, and uses limit. We''re frankly lucky it hasn't ALREADY collapsed.
