We call them "states" for a reason, they have much more autonomy and sovereignty than provinces in other countries, and in some way are closer to nations within economic and political unions like the EU or USSR, and that was even more true at the time the Constitution was written. It's one of the main things about the US that foreigners tend not to understand.
