It's not "work from home" that's disallowed, it's operating a business out of your home. And that's been disallowed by just about every HOA ever. When I was growing up my next door neighbor tried starting a business operating out of her house. Everyone in the neighborhood new about it immediately because there would always be cars lined up and down the road to get into her place, blocking our drive ways and taking our parking spots. Once the road started regularly getting blocked by delivery trucks she was ratted out to the HOA and had to move her business.
