It seems recruitment of volunteers has become harder so mobilization is the way to get large numbers more conveniently. It's unpopular, but if they are falling behind in recruitment it's the way to make it happen. They can accomplish the task of taking the whole Donbas, but they need more troops to overwhelm the Ukrainians. From the Russian perspective it's been too much of give and take this year as they've been pushed back in some areas that are not their primary focus, which implies they need more numbers to both hold areas and continue offensive operations at a pace that realistically leads to taking the whole of Donbas in a reasonable timeframe. That's my interpretation, but if they had sufficient numbers they wouldn't lose ground in the areas where they're struggling now.
