September 21 is the day that things should start rolling in earnest. The mobilization decree is made by Putin so it could happen that day or any time within about... two weeks. It won't be a "total mobilization" but a partial one no greater than half million. The previous one was 300,000. If they somehow don't do it, then it should be clear by October.

A lot of men already have basic military training because of conscription. Volunteers only get two weeks of training anyway so it's not like they're training highly skilled troops. It seems recruitment of volunteers has become harder so mobilization is the way to get large numbers more conveniently. It's unpopular, but if they are falling behind in recruitment it's the way to make it happen. They can accomplish the task of taking the whole Donbas, but they need more troops to overwhelm the Ukrainians. From the Russian perspective it's been too much of give and take this year as they've been pushed back in some areas that are not their primary focus, which implies they need more numbers to both hold areas and continue offensive operations at a pace that realistically leads to taking the whole of Donbas in a reasonable timeframe. That's my interpretation, but if they had sufficient numbers they wouldn't lose ground in the areas where they're struggling now.
