They can always print more cash and give it to themselves, the absolute value of the yield percentage doesn't matter, it's actually the difference between the inflation rate and the yield that matters.
Of course, the inflation is always going to be higher because they won't let themselves become bankrupt.
Physical silver is safe because the yearly inflation rate is 30%+, while the yields almost 5%, inflation is still happening big time.
