Alternative proposal: government hands out generous gibs to anyone who says they'll produce children. Failure to produce said children within five years results in the death penalty. Give these people the free housing, food, etc that they claim is keeping them from having children. If their claims end up being lies, they're eliminated from humanity. There will be a wave or two who enter into the agreement haphazardly, but after the government goes through with actually killing them, most will start thinking things through before accepting the gibs for births scheme.
