Let's do a brief review on the history of Ceuta and Melilla:
>In 40 AC The romans Annex Mauritania and the city of Septem Frates (future Ceuta) and Rusadir (future Melilla) and in 69 AC as part of the province of Hispania Transfretana, part of the broader Hispania
>Accordying to Isidore of Seville by 534 Ceuta was guarded by a visigothic garrison. Let's remember, the Visigothic Kingdom of Toledo was also called Regnum Hispaniae (i.e. Kingdom of Spain)
>After the byzantine conquest by Belisarius, again in 615 both Septem and Rusadir would be integrated into the kingdom by Sisebut until 711 when the Traitor Julián aided the berbers of the Caliphate (Rusadir would fall in 700 as part of muslim expansion)

Even when both sides of the trait where ruled by Islam, those two cities remained linked to the Peninsula, with the only exception being the periods of turmoil and abandonement
