its the crest of Bunde Germany depicting 5th-century Anglo-Saxon mythical warlords Hengist and Horsa shaking hands. Apparently in the late 19th and 20th centuries Germany and Eastern Europe began standardizing regional crest into this Spanish/Iberian shape/style.
