It's books for learning a language. The vocabulary and grammar are limited but it's done in a very deliberate, engineered way, scientific even. The method was developed at the University of Chicago in the 1920s by Peter Hagboldt. The vocabulary of a book can be limited to words which are among the 500 most frequent words in that language for example. New words are introduced by a certain number per page, and they are repeated a certain number of times etc. The easiest level of graded reader lets you begin reading from day one of learning a language.

For example the German book I linked is divided into five "books", parts which were previously published as separate booklets, hence why they're called books:

book one: using 500 words
book two: adding 150 words
book three: adding 95 words
book four: adding 80 words
book five: adding 50 words

I think it depends on how close the languages are to one another.
So say Dutch or Norwegian will translate very well into German, but Romanian to German is already a stretch, Turkish to English is also difficult, Vietnamese to German is even harder.
Of course you can always relate the general sense, and in many ways I think the best translations are those that try to really simplify the complexity, purple prose into purple prose seldom works well.

But I believe it's stupid to claim you can't translate very well. It all depends on the intellect of the translator, its a craft .
