To build a house here you pay way more for the land, permits, work and other bullshit so the share of the cost from building materials is much smaller. If its a megaproject to begin with because of regulations you might as well build for eternity as you never want to go through this again. If land is cheap/widely availabe and regulations lax and you can do this easy again so you just build a new house every 20 years as its no big deal. Then cheap materials are obviously superior. You also get 100 parcels of US land for 1 parcel of Euro Land. Its crowded as fuck here.
