It's not the employer imposing it, it is HR, which is a parasite that has infected most companies in the West. Many companies are legitimately suffering from labor shortages while there are tons of viable workers in the labor pool. HR and their recruiter minions, are serving as gatekeepers whose main goal is to enlarge and empower HR at the expense of everyone else. About a decade ago there was an article in Inc. Magazine about how the majority of Fortune 500 CEOs were scared of their own HR department. They're the modern version of the Soviet Political Officer, there to service the demands of Globohomo instead of the needs of the company.
