The real cause of low birth rates is female independence. This problem will not be solved until women become dependent on men again.
No amount of money, or cheap housing, or material wealth will solve this, unless those things are controlled exclusively by men and women must birth their children in order to have them.

Ironically, China is one of the few nations that actually managed to prevent demographic collapse, centuries ago. They did it by quintupling tax rates... for unmarried women.
