Some dude built a TSMC-quality clean room in a garden shed in his back yard and is already printing cpu's and ram. Sure they suck but given enough time he can scale up. It won't reach corpo-sloppa levels but probably works for drones. :^)

If there's still a demand for it, and there's some theoretical agreement among the big boys to not provide it, then there's a clear and easy profit incentive for someone else to step up and provide it, a 'scab' if you will, not complex
