Now this territory is dead - part that is under Russian control is re-populated with muslims because there are very few Ukrainians/Russians left in there. Russia would need to somehow import Ukranians from "mainland" Ukraine, which isn't that easy as there's literal warzone in between. If Russia tries to use some Russian lowlives instead of Ukrainians, everything would be too obvious.
