I will assume you are too young to remember what life (and the American psyche) was by the time Jimmy Carter was President.

Reagan's greatness came not from anything he did, but from his ability to shake America out of the national depression and guilt it had been feeling since Vietnam.

Not really. It's hard to credit Clinton for much of anything considering his spate of deregulation. He could have, e.g., vetoed the repeal of certain Glass-Steagall provisions... namely the ones which prevented banks and securities firms from getting too chummy and dreaming up things like CDOs and MBSs, both which were absolutely critical components of the subprime mortgage crisis and ALSO would have likely been illegal under the Glass-Steagall repeal Clinton signed into law.

Reagan arguably started this shit. He took a response to a crisis caused largely by under-regulated markets and decided that the solution was to further deregulate the markets, cut taxes, and also to cut programs which benefited the poor and working and middle classes. Lots of those costs didn't go away but were instead just assumed by people less able to afford them.

Every president since, from Bush to Trump, has more or less continued this policy. Obama at least tried, but he didn't succeed.

He was shit but they would have pushed the same plans whether he was the figurehead or not. He just made it easier to sell to people because of the Hollywood actor feel good folksy charm.

Also his policies were designed to boost short term wealth at the expense of the future, so the boomers didn't mind it because they benefitted from that wealth explosion, and are too short sighted/individualistic to care about the subsequent consequences.

Reagan wasn't even the first prwesident of the neoliberal turn really. Nixon had to deal with the collapse of the Bretton Woods system that was the backbone of the old Keynesian consensus by shifting over to the petrodollar and a consumer economy and Carter moved in the direction of deregulation and austerity.
