The blank white eyes portray Godzilla not just as a wild animal or force of nature, but as a malicious, demonic monster seeking vengeance on Japan for forgetting the tragedies of the Pacific War. Particularly those killed by the atomic bomb who still hold grudges against the modern people who refused to deal with that and more or less bend the knee to the west. Trump is that but America.
