Factories are know, factory output is known, the price of missiles is known, and the budgets are known. The US is using primarily Mk-84 and Mk-82 dumb bombs with JDAM guidance kits and SDB precision-guided bombs for the bulk of their strikes. They only use the high end missiles for very specific strikes. They don't need high end missiles to burn refineries, for instance, as the Ukrainians are showing.

They also upped the production levels of high end missiles months ago, and evoked the defense authorization act, as well as they cut a lot of the red tape that makes missile production take so long. There's missiles rolling off the assemble line this very day.

They are just hyping the supposed shortage up advertise for the military industrial complex getting more business.
