Russia had some samples with working propulsion systems but doesn’t have the infrastructure to figure it out or even turn it into applied tech in a reproduction way of any kind. They just cart it out every 10 years or so to see if they can make any progress. France has some minor samples, so does the UK. But not enough to really do anything with apart from materials science research.

probably AI controlled small drone swarm. It is very scalable especially if backed by industry churning out the drones by the millions.
